The General Civil Aviation Authority (GCAA) was established in 1996 under Federal Cabinet Decreeith the mandate to regulate civil aviation activities and deliver designated aviation services across the United Arab Emirates. Internal organizational frameworks, including human resources policies and administrative systems, have also been strengthened to support operational excellence.
Human capital development has remained a strategic priority, with sustained success achieved in the nationalization program. Certification and qualification of national professionals across Flight Safety, Air Navigation, and Administration and Finance Directorates have resulted in national workforce representation exceeding 49 percent of total GCAA personnel. This achievement reflects a long-term commitment to building local expertise and leadership within the aviation sector.
